When responder bids the minor suit transfer, opener bids the intermediate bid to show at least 3 of the minor to an honor (Q or better)
Responder can now re-evaluate his hand if the information warrants it.
Responder might have had 6 of the minor with 2 of the top 3 and nothing outside and finding out partner has 3 to an honor makes 3NT a good prospect, or his hand could be so bad that he will just bid 3 of the minor to play.
If opener does or does not pre-accept and responder bids another suit then he is cuebidding and looking for slam. Minor suit transfers should not be done with a weak suit with only 5 of the minor. Just pass and let partner play 1NT. You need at least a 6 card suit to transfer.
